\r\n What is the Specified Supervising Business?\r\n
\r\n\r\n\r\n For companies considering accepting technical intern trainees, we clearly introduce HEART BANK協同組合’s Specified Supervising Business.\r\n
\r\n\r\n [For Companies] What is the Specified Supervising Business?\r\n
\r\n\r\n\r\n From companies considering accepting technical intern trainees for the first time, we often receive the question, “What is the ‘Specified Supervising Business’ on the supervising organization (union) website?”\r\n
\r\n\r\n\r\n The Specified Supervising Business is “a business that, after passing a strict review and being formally authorized by the government (competent minister), provides support (management and guidance) so that companies can accept technical intern trainees (from the first to the third year) safely and securely.”\r\n
\r\n\r\n Under Japan’s Technical Intern Training Program (organization-supervised type), companies cannot call trainees directly from overseas; they must go through a “supervising organization” authorized by the government. HEART BANK協同組合 operates soundly under this authorization for the Specified Supervising Business (obtained in 2020).\r\n
\r\n\r\n 🔍 The specific content and features of the Specified Supervising Business\r\n
\r\n\r\n\r\n There are two categories of business for supervising organizations: “Specified Supervising Business” and “General Supervising Business.” The Specified Supervising Business our union undertakes has the following characteristics.\r\n
\r\n\r\n\r\n Full support for up to three years of training\r\n
\r\n\r\n- \r\n
- \r\n Technical Intern Training (No. 1): First year after entry (acquisition of basic skills)\r\n \r\n
- \r\n Technical Intern Training (No. 2): Years 2–3 after entry (skill proficiency and practice)\r\n \r\n
\r\n We take full responsibility for completely backing up the “first three years,” during which trainees stay in Japan and grow most earnestly into immediate contributors at your worksites.\r\n
\r\n\r\n The foundational licensing system for supervising organizations\r\n
\r\n\r\n\r\n Every supervising organization starts by obtaining authorization for this “Specified Supervising Business” from the government. This authorization is granted only to organizations that strictly comply with laws and have sound financial foundations and support systems in place.\r\n
\r\n\r\n 💼 Support provided by HEART BANK協同組合\r\n
\r\n\r\n\r\n Coordination and interviews with overseas sending organizations\r\n
\r\n\r\n\r\n Recruiting outstanding candidates locally and arranging interviews.\r\n
\r\n\r\n Orientation and training immediately after entry\r\n
We provide thorough training in Japanese, rules for daily life in Japan, and legal rules (such as the Labor Standards Act).
Regular audits and on-site guidance
We conduct regular audits at least once every three months and support companies with document preparation and improvement of the training environment.
Native-language consultation desk
We stand by trainees in their concerns and troubles and prevent incidents such as absconding before they occur.
💡 What happens after the third year?
For companies worried, ‘When the three-year training ends, will the valuable talent we have nurtured have to return home?’, please rest assured.
Nowadays, trainees who successfully complete Technical Intern Training No. 2 (3rd year) are exempt from examinations and can transfer to Specified Skilled Worker (Type 1, up to 5 years), allowing them to continue working longer in Japan.
As a Specified Supervising Organization, our cooperative safely and reliably supports the first three years (Technical Intern Training) and, with an eye toward stepping up to ‘Specified Skilled Worker’ thereafter, fully supports building long-term trust between companies and trainees.
What after three years of Technical Intern Training?
One-stop support for long-term employment of up to 8 years
[Robust collaboration framework] Achieving long-term employment of up to 8 years
The greatest strength of HEART BANK Cooperative (Specified Supervising Organization) is its complete collaboration with 「株式会社ザ・ラッキーリレーション(Registered Support Organization certified by the Commissioner of the Immigration Services Agency)」, whose representative director is our cooperative’s chairman, 細川徹.
Thanks to these two pillars, we can offer companies ‘three major benefits’ found nowhere else.
Seamless transition to Specified Skilled Worker
Trainees who complete Technical Intern Training No. 2 (3rd year) can move to Specified Skilled Worker (Type 1) and work for up to an additional 5 years. Three years of Technical Intern Training + five years under Specified Skilled Worker means up to 8 years of contribution.
Reduced burden through a single point of contact
There is no need to commission separate organizations for Technical Intern Training and Specified Skilled Worker. Our one-stop support dramatically reduces companies’ management burden.
Consistent career development support
Leveraging our track record, including forestry trainees from Mongolia, we have built a seamless support system from entry into Japan through Technical Intern Training to Specified Skilled Worker.
